Introduction

To assist small PHOs increase their strategic fit within the NZ primary healthcare environment, HCA has established the Enhanced Management Services (EMS) Programme.  The primary aim of the EMS Programme is to support small PHOs to consolidate and build on the successes they have achieved to date through the collaboration and combining of resources and funding.

Areas of Focus

There are three key areas of focus overarching the EMS Programme:

1. Strategic Leadership

2. Operational Management

3. Performance Management

Priorities

Needs and priorities are identified by the members of the EMS Programme and turned into projects.  The projects of the EMS Programme are implemented by the EMS Programme Co-ordinator in consultation with the members of the EMS Programme.  At a practical level, the EMS Programme is currently focussed on:

1.  Strategic Leadership

  • “What’s on the Radar” (ongoing environmental scan of critical, up and coming projects of significance to PHOs)

2.  Operational Management

  • Administration Manual Project (preparation of a generic administration manual)
  • Policies and Procedures Project (preparation of a generic policy manual)
  • Contract Agreements Project (preparation of contracts, MOU and other contracting related documents)
  • Planning Project (preparation of strategic and business plans and other priority planning documents)
  • Evaluation Project (evaluation of key projects as prioritised by members)

3.  Performance Management

  • Performance Management Programme Project (participation in the development, implementation and evaluation of the national Performance Management Programme)

Membership

HCA connected PHOs and small PHOs who choose to be associate members of HCA may choose to join the EMS Programme for an extra fee. Some of the EMS Programme is subsidised by Ministry of Health. There are currently five foundation members of the EMS Programme.
